can someone please explain what these are and what do they do, how they work and can you get em for scoobys?

If you take the downpipe off the back of your turbo you'll see the turbine outlet which looks like a propeller and the wastegate which looks like a little manhole cover on a hinge. The turbine outlet blows straight out into the downpipe i.e. all the exhaust from your engine goes through this narrow turbine, which spins up, creating boost. If too much exhaust gas flowed through the turbine blades you could overdrive it and create too much boost very easily. This would damage your engine because there is a limit to how far your ECU would be able to provide sufficient fuel.
So in basic terms, your wastegate opens up when there is too much boost, letting the exhaust gases bypass your turbine. When boost lowers down to a manageable level the wastegate closes, allowing boost to rise again. It's basically similar to a thermostat but instead of regulating temperature by opening and closing, it regulates boost.
On road cars, both the wastegate and turbine vent down the exhaust system as they should. On very large turbo installations with a large external wastegate there may be some advantage to be had in having a separate, short pipe for the wastegate exhaust gases to be dumped. This is a screamer pipe, so called because it makes a bloody racket as you'd expect.
