Default Boost

I have a std (apart from decat downpipe) wrx 1995 wagon and want to increase the boost.

I understand the target boost for this model (95 wrx wagon) is 10.8psi or 0.75 bar but saloons are 12.7 and probably have identical engine components in terms of size / strength etc.

My question is:-

Can I increase boost by altering the restrictor for the actuator (i.e. fit a variable restrictor) and will the Fuel / Air mixture adjust itself to accommodate for the increased manifold pressure / higher volume of air in the cylinders?

I'm fairly sure I can reduce wastgate bypass by changing this restrictor but not sure about how this will affect mixture.

Also, do I need to worry about the MAP sensor in doing this mod.
