Thats could be a facelifted version 2/3, where someones replaced the headlights, bonnet and grille. A common conversion.
Version 2's STi were the first to get red inlet manifold or so I beleive.

Red Tops
I have a 1995 sti and it has a red top engine. As far as I know, all blue printed engines were painted but older models have a lesser chance of the paint surviving, look carefully at the manifold, top and bottom, to see if you can find any evidence of red paint, if not, I would say it's not an original sti.

Just check via the chassis number

I believe the version 2 sti was the first to get red top engine, but often this paint has flaked off, so could be hard to tell. Version 3 sti definitely had the red inlet manifold

Child seat in the back is a good sign I believe that is a STI, think it has the C.Diff control but I can't make it out properly. Revs to 7.5K which i believe the early ones did, but to be sure you will have to get the chassis number as said above and check it on Wiki or something.

It doesn't have the STI badge on the steering wheel ether. Maybe a late V2 thats had a facelift done
Ask him for the codes.
Looks like the door trims have been hacked to death to put them speakers in.

Some v2's had a redtop engine but not all, v3 was the first to get it officially should we say
Your other option is to check the chassis number, that will tell you if its an STi or not, red line on that car is just over 7k by the looks....

My v2 had a red manifold, I was under the impression that it was only the v1's that didn't have a red manifold as standard? A lot of the paint does flake off after time though, so it probably wouldn't be that unusual if it had all flaked off over time!

You have to be careful with this, especially on older cars that often have had rebuilt or replaced engines:
The "Red Top" is just the inlet manifold. And that is fairly easy to swap on to any Impreza turbo engine.

Looks to be a Ver3 Wrx to me, not an STi. As said above the red line on the tacho is 7500rpm (7900rpm for a v3 STi), no red inlet manifold, central coil pack (amongst other things) points to Ver3 engine.
First model to get the red inlet manifold was the Ver2 STi (but not the Ver2 STi type Ra), from Ver3 onwards all STi models had it.
