Default Driving a hairdryer

Where does the hose go to that connects to the top side of the throttle body via a small pipe?

The other day this hose came off and when I reconnected it I noticed that the rubber had gone hard.
Also even with it reconnected, when the turbo kicks in it sounds like I’m driving a giant hairdryer. So I’m assuming I have a split somewhere.
