Fuse blowing

Default Fuse blowing

My car (1995 WRX) popped fuse SBF2 today its a 30amp green relay type lookin thing and there are 2 of them together in fuse box under bonnet, While popped the engine turns but will not start, The replacement fuse blew straight away so car will not start
Anyone any ideas what my be causing fuse to blow

if its the 1 closest to windscreen then thats fuel pump hence why it turns and doesnt start. Reason for blowing?overloading is the cause so maybe faulty fuel pump,trapped wire etc.Does it blow straight away?

if as previous poster says it is fuel pump fuse then check the wiring under seat as i have heard the plug can melt and short out?

sorry a bit vague but not had problem myself just read about it
