mo_turbo

hi,
got a 96 uk turbo which has just had the fuel pump replaced, however the car is hesitant to start and it takes about 10seconds for it to start up. i noticed the smell of petrol on start up for a couple of seconds and have been told by previous owner not to press the accelerator when starting the car, as it will flood the engine. does anyone know the reason as to why it is hesitant to fire up?? the car has exhaust, filter, dump valve and a dawes mbc turned down to 0.9 bar boost. also the fuel gauge is not working so i assume it has been tampered with.
