Not done it on my scooby, but they are the same on most cars with airbags:
Disconnect the battery and/or remove airbag fuses leave for 10 minutes as a precaution.
Remove airbag: normally torque screw on the back of the steering wheel, with the points facing towards you.
Straighten car wheels.
Undo centre nut. Allen key bolt or big torque on some cars.
Pull steering wheel towards you, whilst rocking sides of the wheel.
Steering lock would need to be off, so key in the ignition.
Hope that helps.
As mentioned, not Scooby specific, but they are all the same.

Hold hands at 3:45 aon the wheel. push with left and pull with right, then push with right and pul with left.. do this a few times and it should come off easy!

put the nut back on a couple of turns or ur gona end up in hospital with a broken nose. if it wont wiggle off get urself a 2 fingered bearing puller and try that, I dont think it will come off with the steering lock on will it.
I know it will be on tight as I've just done mine on my MY96

Recenremoved one of these, as said, make sure the steering lock is off, put the nut on maybe two turns to stop it flying right off when it cracks.
Grab the very top of the steering wheel and push it in and then pull it out a few times then with the sides the bottom etc it will eventually work loose.

I remember doing this on the wifes (1990) MX5.
After being on there for 15 years it was well and truly stuck.
Just keep wiggling it and pulling and it will eventually come off.

lol, try it with a bearing puller, just tension it a bit and squirt some WD40 onto the shaft, might have a bit of rust or somethin on the splines.
when you get it off make sure u dont disturb the plastic ring behind the boss that does the self canceler for the indicators,
