Tickover?/Decat?/Throttle/oil???

Tickover?/Decat?/Throttle/oil???
Hi There, The car is a 1996 sti V3 Ra.
1. It used to tickover at 750 rpm now it ticks over at 1200
Cant seem to find any air leaks anywhere and the cable isnt sticking, Any suggestions greatfully recieved.
2. Can i fit a decat exhaust without having a remap. I realise i wont get the true potential but i can live with that for now, i guess what i really want to know is will it do any damage?.
3. When you take your foot off the throttle the revs dont drop down straight away, it doesnt take ages but it is slower than any other vehicle i have ever owned. Might be related to No 1 im not sure ,any ideas or suggestions greatfully recieved.
4. Which oil to use? I have bought Silkolene pro s 5/40 for my oil change [fully synthetic] but i am worried about the 5 aspect of it as most other people seem to be on 10/.What do you guys think?
