Default smoke vapour from dump valve

hi i realy need some advice
i have a 1994 turbo 2000 whats happening is when i change gear after having boost smoke vapour comes from dump valve. (bailey not std) could this be the turbo passing oil or could it be alot worse like worn piston rings?
how do you check for worn oil rings? i took oil cap off with engine running and there was a bit of pressure didnt seem excessive to me though. please help.
thanks pete

p.s car is running fine no smoke and pulls the way it always has.
there is quite a bit of oil around turbo and in the hoses on the cold side of turbo
