Default Idle control valve

My revs have been all over the place at idle lately, 900rpm from cold and when warm 1400rpm, sometimes dropping to 900rpm.... so i thought it would be the idle control valve but no, ive tried three brand new ones and the car just goes all the way to 7000rpm and stays there with them on

Any thoughts of what it could be
