All headers MY 97 - MY 05 are basically the same.
They are interchangeable.
MY 97-MY00 has no lambda hole in the collector.
MY 01-05 has a tapped hole in the collector which is the cast section of header on the drivers side. The 97-00 has the lambda sensor in the downpipe.
You will have no problem fitting an 03 header set to a 99 providing you plug the threaded hole.

Depends if it is an Import or not ?

JDM Sti of that year has different headers that are not interchangeable with anything pre 2003.
