Rain water in uni-body frame ???

Rain water in uni-body frame ???
1996 Legacy wagon (original owner)...
When it rains (most of the time in Seattle, WA
) water collects (just started in 2007) in the uni-body frame (between the floor and lower part of frame, at least a gallon or more from the sound of the sloshing around when driving).
Not sure how it is getting in (maybe deteriorated gasket etc), but would at least like to provide a place for it to drain out (drill hole in appropriate place at frame etc).
Ideas ?
