Default boost restrictor removel

on a sti v2 96 with the 3 port boost solenoid ,
the bottom pipe has a restrictor in it , so when you take this pipe off you should then overshoot your boost target as it will feed air away from the actuator,
the reson i ask about this is, been haveing trouble getting correct boost for a while now ,have cleaned all sensors /solenoids ,have cut the rubber pipe work back a bit so it is a tight fit and wanted to see if by changeing the restrictor it would raise boost to corret level,
went for a spin with the pipe off and could not get it ovaer 1 bar
so now is this right

should there be a restrictor in that pipe ?

my understanding of the 3 ports is that they dont need the restrictor.
