Default no boost at all

right a m8 of mine bought a subaru on a n plate, had it for a week, no problems what so ever all goin well, then while out init, the head gasket decided to go, put a new engine in and while at it checked the turbo, only to find that there was a lot of shaft play so while it was in bits changed the turbo for a good 2nd hand one.

engine got fitted new turbo on, went out in it warmed it up, tootling about to a open road, and got boost all good he thought, he was happy..

then went to open it up again to find the car really flat and no boost pressure.

came back had a look over it, all seems good, no hoses off went back out init, and still nothing..

i've just had a look over the engine, its got a 3 port boost solenoid

the top side hose going to the side of the turbo
the bottom side hose goin to the actuator
the bottom hose going to the inlet pipe

is this right ??

also when reving the car it sounds like the solenoid is ticking but gives no noise when on idel.

is this right ??

i found a slight split on the turbo side to solenoid hose so replaced that, and still nothing it dont even spool up, just sounds like a scooby sport .

it ticks over very well, no vaccum leaks but just does no go very well at all, it seems to struggle to pick the revs after say 2500 rpm but will slowly rev,

does this sound like symptoms to air flow meter trouble or something a lot more serious.

any help would be greatful cheers a evo driver

oh also, checked the actuator rod, the cir-clip is still in place, and the rod moves freely with a pair of pliers and gives a good clunk when released so dont think its seized.

also no cel light on the dash.
