Default boost problems

I own a my95 wrx ra and im havin boost problems. For some reason it doesnt always run at full boost(about 13psi), and only runs at about half that at times. Its as if somethings sticking cause if i keep my foot on the accelerator in 5th it picks up again all of a sudden. Any advice would be much apprieciated. thanks.

boost solenoid on inner driverside wing probably needs a clean with brake or carb cleaner

I tried cleaning the boost solenoid out with carb cleaner, gave it a good blast out. Turbo was boosting fine for a couple of days then today it was only half boosting again.help!

more cleaning needed or a replacement solenoid

does anybody think this could be a problem with the turbo actuator?
