Exclamation Car over revving when changing gear

I have a turbo 2000 2001 classic and every time when i am changing gear the car over revs, it also trys to cut out when slowing down to stop. I have changed the dump valve and pipe work, also changed the intercooler, replaced the Maff and put a new air filter on BUT IT STILL DOES IT.

Can anyone help me

Thanks

Idle valve? Do an ECU reset to find out.

The car is still doing it, but i have noticed it is fine when i start it up (from cold)but when it warms up it starts again. I can also here a slight noise when it over revs, a bit like the streering pump.

Where's the throttle body ??

and no it has never flashed the engine light
