Default CEL on but no codes stored.

I've just found out that the f#'*^~+ w*~#;> that sold me my car has disabled the CEL and removed the bulbs for the ABS and airbag. I got the CEL working and of course it stays on but there are no codes stored on the ECU. Do the green connectors under the dash have to be connected to read the ECU and were can I get hold of the LED's for the ABS and airbag. Its a 51 plate bugeye.
Thanks.

nope, you need a code reader, or a lead, some software and a laptop

I pluged in a code reader but after scanning it says "no codes", surley if the CEL is on, a fault code should be stored on the ECU. Also I got a couple of LED's for the ABS and airbag, not the correct ones but they work and they stay on as well. Is'nt it illegal to disable or interfere with safety devices on a car and then sell it?

Personally, id be glad abs is deactivated, it's only for people who don't know how to brake in the first place.

The seller could quite easily say sold as seen especially if it's a private sale.

Fare enough, my main problem is why the ECU isn't showing any fault codes when the CEL is on. Is there a way of preventing the ECU from showing codes by pulling some wires to the connector or something?
