I've been using one on my MY95 WRX RA for about one month. You get the induction noise (not too loud), goes from a sucking in sound to something that sounds like turbo whine or dentist's drill in the higher rev ranges.
I also felt an improvement in top end power - however I didn't measure so this is subjective.
Strangely enough the sound of my blow off valve also changed, it adds on a bit of fluttering to the BOV sound.

I had one of these on MY99 UK turbo.
When I got it remapped Pat Herborn took it off the car as I had an issue with the boost.
He then tried to blow through it with his hand on the other side, when he asked me to do it I noticed that I couldn't feel any air on my hand and therefore no air was getting through the filter.
We tried a K&N filter which was much better.
IMO they are better than the standard paper filter but worse than a K&N.
Best advice I can give is buy the best or buy the cheapest and buy it again later.
