Default Boost problem....please help

Went out in my mates standard UK 98 the other night as he had a little problem.

There is a slight pulsing a part throttle.

We rigged up my boost gauge ad it showed 9psi of boost.

Is this right? IIRC my uk 99 when standard developed approx 14psi

We cleaned the boost solenoid, one of the pipes was full of sludge, and carefully cleaned the MAF as when I disconnected the MAF sensor the engine still ran, reset the ECU and started it up again.

For a bit it felt lively again showing approx 14psi of boost, but very soon (1.5 miles of driving) it went back to 9PSI and felt strangeled.

Any ideas what could cause it?

Could it be the dredded MAF?

would a faulty MAF show less boost?

It seems like a lot of "lost" boost
