Default incorrect boost pressure 0.6bar

Hi guys.i have a 1996 n reg facelift wrx.
it is not an sti.
it has got a blitz boost guage.the boost guage shows 0.6 bar at full throttle and never goes higher.when i let the throttle off it drops completely down to the bottom of the lower scale(dont know what that scale is)
Is 0.6 bar correct for this car as i have read people saying 0.9 bar is standard.
what can i do to restore the correct boost pressure if 0.6 bar is wrong?

Hi, have you had any of the vacume pipes off mainly the one on the turbo between actuator and turbo, as there is a restrictor in the pipe which if removed will stop it boosting over 0.5/0.6, i only ask because i replaced all vac pipes for silicon pipes and didnt no about restrictor and car wounldnt boost above 0.6 until i put restrictor back in.

first off how do i reset the ecu and where is it?
secondly,i havent touched anything on the car i only bought it yesterday and it was the first time i had driven it hard.
where do i need to look to find these pipes?
also the car has just been imported and still restricted to 112mph dont know if that makes a difference to boost pressure.

can i accept that 0.6 bar is wrong then?what should it be?
