Default Running issues when at temp.

My 97 Type R is having running issues when reaching temp, up until then it runs and idle fines, however when at temp it’s a whole different machine.
When at temp it hunts for the idle, misfires all through the gears, sometimes clears up on boost but not always.

So far I’ve changed the plugs, the leads, the coil packs and renewed the injector seals but still the issue persists.

When the plugs were changed 3 of the 4 were fouled.

Any ideas/suggestions what to look at next?

Will it still generate codes even if the "check engine" light isn't lit? I haven't actually done that though to answer the question.

If it was the coolant temp sensor shouldn't all the plugs be fouled?

i did make a new bracket on my apexi filter and so far no check engine light came on. Mine might be due to vibration on the filter causing the socket on the afm to come loose. finger cross
