Default dump valve (again!!!)

Sorry for asking this, as I have seached for the answer and found a million and one dump valve related questions, but none have answered this one so far (well, none in the 20 or so threads i've read, sorry )

Anyway, I bought a dump valve off eBay for a classic 98 turbo, and have noticed that it seems to have 1 in bit, and 1 out bit (technical eh!!!). Now, Looking for the one on the car, I believe its attached to the intercooler, and looks to be a black part, slightly below the I/C. It has the inlet pipe attached to the bottom of it, a small thin pipe at the top of it, and another pipe. I believe the other pipe is the recirculating pipe, so the easy question is..can I simply blank off the recirculating pipe?

Yes, blank the pipe that goes back to the inlet pipework.
