Default Engine dowling ???

Hi all im in the process of having my my94 sti engine rebuilt, my engine builder has suggested dowling the block, is this worth doing ?. And what would be the advantages/disadvantages of doing this?.

Many thanks in advance

Worbs - You need to clarify what he means by dowling the Block.
The 2 halfs of the crankcases are already dowled to ensure correct alignment
of the main bearing saddles.
The Head faces of the block have 2 dowels each side to locate the Head Gaskets.
Is he talking about "O"-Ringing the block and heads??
