Hesitation on boost and missing pipe?????

Hesitation on boost and missing pipe?????
On my 97 uk turbo. The car hesitates like hell from bout 3-5k rpm then goes like hell, tried unplugging the maf and it cuts out straight away. the car is not on the road yet and hasent been driven yet only on a bit of private land but was ok the other week so it is a new problem.
Could this be my problem this pipe is missing and i have no idea where it goes. also the recirculating pipe that goes from the intercooler has been blocked of at both ends guessing it had a DV there b4 could this cause the problem??

not 100% but a think thats the vac for the rdv if the pipes have been blocked off then this one will be taking in air after the maf and this would effect running. it may help to block that one off. again not 100%

ive tried blocking it off when its cold it runs smooth but when it gets hot the idle up up and down if i unblock it it then runs smooth again.

ok solved a bit of the problem stoped it hesitating by removing this
only a cheap filter just banged it on cos my replacment standard box hasent turned up and has been lost by the post office.
Goes fine again but still has the missing pipe which if i block it off it cause the idle to up and down alot.
