The wastegate actuator pipe can be any as long it reads boost from the turbo to open the wastegate, so sounds perfectly plausable for it to be directly from the turbo. Besides you would know if the wastegate was'nt opening, It would cut the fuel as soon as it overboosted.

The solenoid pipes... which ones hanging loose and which solenoid is fitted?

If the pipe to the wastegate actuator is fed direct from the turbo then your boost control soloniod has been bypassed, you'll probably find that the top and middle ports on the BCS are either joined together or blocked (or even left open!). The bottom port should be fed back into the inlet tract - at the bottom of the big black box, but if you have an induction kit and the box is not there then it is often left loose and isn't a problem.
