Default whining noise

went to look at a new scooby on saturday, a 97 sti type r. drove well but there was a weird whine coming from the turbo. not as it spools up as such more as it winds back down.
my first impreza was a 93 wrx and that thing whined really bad when accelerating. but this type r has a differant kind of whine, high pitched. dont know what this is, there was not any sign of smoking from exhaust.
the dealer selling the car said before i drove it that there was a leak in the exhaust and that it would not perform how it should. has this anything to do with the whining?
please help

Most of the whining in my car comes from the wife sat next to me <Ithankyou>

If the car is modified, as in has a induction kit etc you will hear all types of whistles and dump valve noises that were previously damped out by the airbox and resonator. The whine or whistle of the turbo spooling down is normal, as long as it isn't excessively loud.
