Fault code 21????

Fault code 21????
95 WRX btw...
After doing a check on my car my Check Engine lamp seemed to be giving a code 21 fault..Is the light meant to stop at any point as i waited and it never stopped even after 6 minutes
and just kept doing the same series of flashes.
On the saxonfields page were it tells you all about reseting the ECU etc it has a bar chart were it gives 3 codes and mine was doing the bottom code which says 21 next to it.Sort of blinks for a second twice then a quick blink at the end with a 1.8 second pause then does it again and again and again...
They say it's the Temp control sender..were is this??
I reset the ECU and the lamp now just blinks normally but my car still isn't on top form
What affect can thios temp sender have?? My needle never rises above half way on the dial.
