Have you checked for any play in the steering/suspension?
Sounds similar to a problem I had. Felt like the car wanted to judder straight on when turning slowly. Found some play in the bottom ball joints (took wheel off, moved the disk round slowly back and forth by hand and felt for where the play was coming from) so replaced them both (£20 each).
