penny valve not fully closed

penny valve not fully closed
have done a couple of searches on here about the actuator ,so i took the clip of the arm to find that the penny valve was not closing fully ,it took 3 turns of adjustment so the arm lined up with the penny valve at closed position car now goes to 1.2 bar and gets there a lot quicker,should i now adjust it so there is some tension on the actuator spring by 1/2 a turn

The Penny Valve should be under some tension from the wastegate actuator arm. This is best done using a hand pressure pump with guage.
If that is not available then set it up as follows. Adjust the WG actuator arm until the hole on the locating turn buckle overlaps the pin that it sits on for about 1/4 of the pin diameter when the penny valve is fully shut. Lock the turn buckle in this position. You now have to pull against the spring to locate the turn buckle over the pin and the tension will be approximately correct.
