The heat shield is a funny looking thing covers the turbo then comes upto just under bonnet scoop with out this the intercooler will suffer heat soak even worse as the heat the turbo genarates will just go onto the intercooler

Looks like its got P1 seats
Turbo heat shield off probably means its got (or had ) a decat downpipe on and the previous owner / garage didn't bother modifying the shield so left it off.
Rad looks like its had a leak

A uk classic turbo has 2 cats, 1 in the downpipe and one in the centre section. The downpipe is the one that mates to the turbo. The heatshield has a slot in thats approx 3" - 4" wide so that it passes over the std downpipe. decat downpipes are generally wider than std and usually are at least 5" approx wide as it joins the tubo, be it twin dump or open neck. So you have to trim the heatshield so that the slot is wider than this.
