Default help, car restricted at 4k

Hi,

A friend has just bought a 99 uk turbo, standard escept for backbox,
the problem is that the car comes on boost and all is well when somewhere between 3500 and 4000 rpm the car hesitates and stutters and is reluctant to go past this point, however it will rev past this, but there is a severe lack of power, have searched the forums but it seems to bring up all kinds of possible causes,
what would help greatly would be a systematic breakdown of where to start and in what order to try to eliminate the possible problem, also if there are particular points, then there location and the procedure for testing, we read the ecu and were getting code 54 i think, but take that with a pinch of salt as we could of been reading it wrong, any suggestions?

Many thanks

Simon

If in 4th and 5th you get a stutter or seem to 'hit a brick wall' once you're up into the power band, that's because you're overboosting and hitting the fuel cut. You may be able to drive through it by taking it up to high revs on a gentle throttle i.e. not using much boost. Do a search on cleaning your boost solenoid and pipework.

Don't just welly it unless you can afford the rebuild, its gonna be over boosting for a reason, whether its cold weather or because its not running right, Get it checked out by a mechanic rather than just risk it.
If it is hitting boost cut then you may need ecu reset, best bet get it checked out.
