ECU Light Behaviour, should it be on before staring or not?

ECU Light Behaviour, should it be on before staring or not?
I'm used to cars that illuminate the ECU light while the ignition is on but the engine is not running, should the Impreza (94 WRX) do this, or does the light only illuminate when there is a fault.
