Does the uk spec 95 scooby standard come restricted as my car does not want to seem to go over 130mph and im very sure they go faster

Only jdm cars are restricted. Thats to 112mph. Think book speed for a uk car is around 140-145.

Would my speedo need recalibrating as i have 18" would that make a diffence to the speedo as they come with 15" on the car standard

simple answer is yes, it will throw your speedo out, and also, it is not really advisable on going over 100mph for long distances as air misses the bonnet scoop, so it doesnt cool the charge, ending up with a hole in a piston or worse
