If it's worse when cold, then it could be coil packs. Could also be plugs, when were they last changed?
Coil packs usually satrt to work better when the car has got really warm. I've experienced this prob a couple of times and last time it happened it would take a good 4 or 5 miles of driving or a couple of miles and let the car sit (to allow the heat to soak them nicely) and they'd be fine.

Could be a number of things, what mods are you running?
Mine had a similar problem (1994 WRX) and it turned out to be the fuel pump. First port of call should be checking the spark plugs - if lightley modded/standard car then NGK PFR6's are recommended. After that check the coil packs are in good condition and they have no cracks in the plastic.
