Exclamation Corroded Sump & Flat spot @ 5,000rpm

Hi, just had my 66month service on my 99 UK Turbo.
They highlighted 3 items that need attention:-

1. Corroded sump (just noticed similar thread). Is this a common problem for this age of Impreza (I thought the plastic undertray would have protected it).
And how much is it likely to cost to replace at a main dealer?

2. Flat spot @ 5,000rpm that needs further investigation. Any ideas of cause? MAF sensor?, which i know is a weak point in the MY99.

3. Rattling exhaust heat shield (turbo down pipe i think, but it's hard trying pinpoint it). Can this be repaired or is a replacement pipe (Haywood & Scott) a better idea?

Anybody have any ideas on the flat spot/hesitation at exactly 5,000rpm?
