Rear Bumper/Number plate lights

Rear Bumper/Number plate lights
Is it normal for there to be a large hole where the number plate lights are, or is there a piece of my bumper missing?
Was cleaning it the other day and looked up to see just two bulb holders. To me it looks like there should be a cover?
