Your ideas are good full decat exhaust is a good start and the choice is endless which to go for, the induction I would leave the OEM airbox unless your going for over 300BHP, however you can remove the inner wing ( Driverside ) snorkel and direct cold air feed the airbox from the front bumper, very easy job to do.
As for ECU well if I was in Scotland I wouldn't think twice about contacting AndyF, he is big in the Apexi power FC ECU system and knows his stuff, alot of people on here will give good reviews on his service mapping etc.

But after your list there are other options but we won't go into that as it starts costing more & more as they hunger for more power grows

Get a "z4" ecu out of a 95-96 jap car. These run more boost and better map than your 94 car. Cost 75-150 quid and are good for 260 ps compared to your 240 ps.
Then as above, full decat and panel filter.

I believe late '94 cars have the Z4 already, so you might want to check under the passenger footwell to be sure what ECU you have before buying another one.
I think the easiest way to tell is from the colour of the seats. Red and Black means 240ps and Black and Grey means 260ps.
I think an Apexi ECU and map from Andy starts at £750. Advisable to gather all the other mods and fit them just before you get the Apexi if you're planning that route. Saves having to get it re-mapped every time you put another mod on.
Another option is to obtain a ScoobyECU, which is a chip that fits into your standard ECU, raises boost and re-maps to 97 RON fuel.

Probably a good idea to research on here for all upgrades needed to achieve 320 bhp, but I think most will advise the following:
Full de-cat exhaust
Panel filter/possibly induction kit at that power
Apexi ECU
Uprated fuel pump (wallbro)
Front mount intercooler
larger injectors
Equal length headers
Add that lot up and you're well over £2k
There may be more, but my car doesnt have 320 bhp, so I wouldnt know!
