Default 4500 rpm Limp Mode????

OK heres the sketch went to buy a black Import wrx estate on an M reg! car is very clean BUT
wen driving in any gear car will bounce ie not go past 4500 rpm!!!!, there is noe management light as the idiot who owns it said he took it out!
no he claims that the speedo cable is disconnected due to the clip which holds it in is missing?

Now is that true?

also he claimns that he spoke to central subaru and supposivley they said that as the cable is out the engine light comes on and the car cannot pass 4500 rpm?

what i want to know is, is this the case? if not wat is the most common problem with this scenario?

apart from this the car drives nice and reaches 4500 very wuicky, engine is stable etc etc

please let me know asap as ide like to buyu the car and get the problem sorted! thanx!
