Default Up-pipe studs..?

Turbo up-pipe studs (5) one threaded end is shorter than the other. Which end screws into up-pipe, short or long..?

Short into the up-pipe/ Long threads upwards through turbo housing with nuts on.

1 of my studs snapped in two, as i tryed to remove nut! so im left with half a stud in turbo housing!
So question is how do I remove broken stud??
