Smoking WRX - again

Smoking WRX - again
After having the short motor changed 15k back it's started to do what it did before, smoke on idle. This is a MY02 and was not expecting so many hassles.
Last time around it was the piston rings, but so far the advice by a reputable mechanic is that it's likely to be the turbo oil seals etc.
I'm pretty much decided on sourcing a replacement turbo to try before kicking the dealers door down again and demanding a replacement short motor. EG, the engine wasn't correctly bolted back - some cross threaded etc, the turbo had a bolt missing and worse, the O2 sensor cable had been sheared when the engine was put back in. This was only discovered 10k later.
If I get a replacement, what kind of cost am I looking at? Is a used/recon ok? Typically, I need a clutch replacement too so again, bang goes the remap fund
