Question Octane Booster confusion

Found this on a forum now I am confused

"Most of the "boosters" you buy at your local auto parts store are worthless and usually misleading in their marketing. When these folks say they'll increase your octane by "3 points", most consumers think they'll be getting 94 octane when they mix a bottle to a tankful 91. What they fail to tell you is that an octane point is equal to .1 octane number. In other words, at best you'll be getting 91.3 instead of 94. I'd recommend finding a local 76 station that sells 100 octane @ the pump. You can then mix that with some 91 to get your desired level. Some 76 locations here in CA will also sell 100+ in cans (just make sure to get the unleaded flavor). You can also mix toluene as others suggested (although I'd recommend researching this alternative first)."

If this is right whats the point of adding Octane booster to my import sti v3 even with Optimax I would be getting 98.3 not 100 ish,
