May be wrong but, the gear box has the speedo drive that spinns when the car is moving. this spinning movement causes the speedo needle to move indicating a 'speed'. Your dials have this 'speed' shown, but due to the measurement spacing on the dial the displayed speed is not the actual speed you're moving.
What speed did your original clocks go to? What do the UK clocks go to? and most importaintly what do the RA clocks go to? If these are all different it could be your problem.
You may be able to overcome this problem by fitting a new dial face with increments that represent your speed (something by Lockwood?). Although I do not know how this would affect your odometer reading.
OR
just thought did you plug your speedo converter into the uk speedo? It's an in line box of reduction gears that goes between the gearbox cable and the speedo unit. If you have try it without as you are trying to reduce the speed from the box by 1/1.6 (as it does when changing kph to mph).

Just done some calculations and it looks like you have reduced your speed by 1.6, try the speedo with the converter box removed. Hopefully this will sort your problem out, although I don't know is the UK are compatable with a WRX.
