I've managed to fit MY99 UK power steering lines (and rack) to a pre MY97 pump.... so not sure why you couldn't do the reverse. This was over a year a go tho so can't remember if i had any problems.

When I called up to get a power steering pump to fit my sti iv, I was told that only the 97-98 one would work , as they are different.
