Default Help- Cambelt cover bolt won't undo!

As per title... I was trying to inspect the cambelt by removing the n/s cover, three bolts came out no problem but the lower inner bolt just turned without coming out It feels like the threaded insert is turning as well as the bolt.
Ideas on how to remove the bolt and fix the problem, preferably without hacking the cover to bits!

Thanks
Paul.

Will give it try when I've got the rad off to change the belt.
