does the WRX come with foglights?

Model Ver 7 WRX? No such thing! Whilst people give the STi models numbers, the bugeyes and onwards are often mis-quoted, what some-one calls an STi8, someone else calls an STi9 or whatever. You're much more likely to get the right answer if you quote model year (01WRX, 02WRX, 03STi etc).
If you do mean a bugeye (01 or 02) WRX, they do have front and rear foglights as standard.
There are some guides to the model specs about, one that springs to mind is at http://www.iwoc.co.uk/
