Legacy front fog lights

Red face Legacy front fog lights

Hi, I've fitted front fog lamps to my 1997 Legacy wagon. I bought the complete kit but found upon fitting that all the wiring harnesses needed were already there which was handy. So I've plugged the lamps in behind the bumper and fitted the new fog lamp switch (the appropriate connector was behind the switch blank) I've checked the fuse box and the 15 amp fuse is fitted. Should there be a relay fitted somewhere? (there is a relay supplied in the kit) I can't find the spare connector for the relay anywhere. Hence the lamps are not working. Does anyone know where the relay normally is?
