Default Pressure Sensor Duty Solenoid

Now my MY93 WRX has been playing up and doesn't want to start on the odd occasion ( like the battery is dead ) now on checking the ECU a few days back it gave out code 45 which points to this solenoid, now could this being faulty cause my problems with starting

the ecu also gave me the '45' code, but touch wood i never had a problem starting the old girl (same car as you)
