I've had this.
With me it was caused when my car started running a bit lumpy in traffic (Type R with mods). I had heard from an ex Subaru mechanic that there had been quite a few problems with the idle control valve getting dirty on Scoobs and Legacys and then confusing the ECU so I just adjusted the ICV very slightly.
Since having done that the car ticks over a bit better (albeit with a little loss of power at top end) and I occasionally get the warning pop up but normally after I've driven like a nutter or contrarily, driven like a monk. In my case it has something to do with the O2 sensor and mapping but having now run a new octane booster (NF) for a month the sensor hasn't come on (though this could also be a co-incidence or something to do with cooler weather...).
I'm told (and it seems to be the case) that if you start and turn off the engine 3 times in a row this can clear it and also (again with me) coasting to a really slow stop and a pause at a junction also clears it, at least temporarily.
However, like I say, this was just my problem so I'd get it checked. Bet you it's the ICV or dodgy O2 sensor though....

3 faults found!!
Ok i've done this Dianostic check, & its showing 3 faults!!
1) Fault 21 = engine coolant temp. sensor
2) Fault 22 = knock sensor
3) Fault 31 = throttle position sensor
Ok so with the fans going on & off constantly i can understand fault 21, but the other two??!!, whats going on?

Hi, I have 95 WRX.
I was getting this, turn on ignition, rad fans start and car drives with them on all time, this then progressed to turn ignition on rad fans start and car just turns over and wont start.
I reset ECU after each episode of this and the car then started as normal, but with in 2 or 3 more time of starting the rad fans were on constantly again.
I was getting code for coolant temp sensor also, so bought a new one from main dealer, only about £25, problem totally cured.
Don't waste time disconnecting battery, just join the reset connectors under dash and reset ECU in method contained in the link in second post in this thread, job done in 5 mins. I had to reset mine in pub car parks, laybys, public car parks and even just on road side both in daylight and at night with keyring torch, trust me it is a piece of pi55.
The other 2 codes are there stored from the last time the ECU was reset, could be years ago and may be result of nothing to worry about. After this reset again look at any stored codes in a few weeks to see if they have come back.
