Unhappy Check light---overfueling ??? Help please??

Car is a 93 WRX, just been out in it thismorning and it cut when coming on boost and engine checklight came on. Car will not run above 4500rpm as power just keeps cutting at this point as if it has limited itself.
Now with the ignition turned on it would appear that the fuel regulater? is making a funny noise.
There is also a distinct smell of fuel when car is started.
Anybody else had this problem ??
Is it the fuel reg or something else?? and if it is, is it just a case of fitting a new one and re-setting ECU ??
Any help/info/advice much appreciated.

Fuel reg doesn't make a noise, more likely the fuel pump in the tank behind the rear o/s seat.
If you can smell fuel, check all the hoses for leaks!!!

Reset the ECU and note the error code flashes, that will tell you the problem ( if you go to saxonfields web site for the translations! )

Car held to 4500 and low boost is limp home mode, a safety mode when ECU finds problems, it should go off when the problem is fixed or ECU reset.

The lttle round gadget at the end of the fuel rail, is this the reg ?
If so its making a noise that it should'nt be.
