Limited revs/no power

Limited revs/no power
I have a '93 Impreza WRX Import (manual 4dr) and I was wondering if you could help with a couple of faults I am currently experiencing.
Whilst driving generally under load the car felt like it was hitting a brick wall, which threw you forward in the seat!
When fault present it does not want to rev over 4k rpm, almost like there is a limiter cutting in, at which point the engine light comes on.
The fault appears intermittant at the moment, I read the fault codes which were in the memory as 31, 33, 45.
I tried to reset ECU unsuccessfully it then flashed 33 again.(vehicle speed sensor? situated where?) Any ideas??
The other fault is that the speedo has become inop, failrly confident this is a cable before investigation. Could it be anything else?- convertor box on cable?
Is there any chance they could be linked?
Car has a HKS derestricter(speed limit defenser) fitted prior to import to GB, also has panel filter and SS exhaust from front CAT back, boost approx 1bar via bypass bleed valve (not control unit on o/s inner wing) running on optimax and miller's octane boost.
I also have access to a friends identical Impreza '93 Import and braking '91 Legacy, if test units required.
Any thoughts or help would be gratefully appreciated.

the 'brick wall effect' is fuel cut , likely due to overboosting. The ecu is in limp home mode.
remove the bleed valve for now, reconnect the solenoid, reset the ecu.
See if you get any more CEL's
